X commits to new protections against illegal hate in the UK: this is how CCDH is driving change
X has finally committed to introducing stronger protections against illegal hate and terror content, the UK regulator Ofcom announced on May 15.
For years, CCDH has been campaigning for the implementation of the Online Safety Act — the tool that makes holding social media companies accountable possible.
We investigated X and unveiled evidence that the platform enables hate, abuse, conspiracies, and calls for further violence in the wake of violent attacks in the UK. This was true for Golders Green, Heaton Park Synagogue, and the 2024 summer riots.
It became impossible to turn a blind eye to our findings. In November 2025, concerned parliamentarians wrote to Ofcom, triggering the review whose outcome was announced today.
Now, our research and campaigns have pushed Ofcom to hold X accountable, for real.

Why this is important
Ofcom’s step marks the first such compliance program under the Online Safety Act aimed at tackling illegal hate and terror content on a major social media platform.
Under this compliance program, X commits to reviewing reports of illegal terrorist and hate content faster, improving engagement with expert organizations, and taking action against accounts operated by terrorist groups.
This move is important to stop the online amplification of content that drives polarization, fuels violence in the streets, and harms vulnerable communities.
The spread of hate and conspiracies on X following the tragic Southport attack in 2024, for example, contributed to the unrest and violence that we saw during the far-right summer riots.

Ofcom’s program must succeed to protect lives in the UK
Ofcom announced it will continue monitoring X’s compliance over the next 12 months and that its wider investigation into the platform’s handling of illegal content remains ongoing.
CCDH’s findings make it clear that Ofcom’s program cannot come soon enough — it must succeed.
